I think you're looking in the wrong place if you're seeking higher level, strategically oriented HR forums. While there are some questions that do touch on those areas, most of the posters here fall into two categories: those who've been in HR a long time and are willing to share their experience, and those lacking that experience who are looking for a place for answers. Many in the former category have had or do have their "seat at the table" and are willing to mentor others.

nork3, I'm thankful that there are experienced HR pros out there like you that are willing to share your knowledge and wisdom with us.
Thank you to everyone that has a "seat-at-the table" and is still willing to mentor those of us who don't. And dlhhr this includes you too.

I am sitting at the table.
I am not afraid to ask questions nor to answer them. The questions are important to the person wanting the information and whether that has to do with some detail around an I-9 form or a payroll deduction does not matter.
If it is something to do with strategic issues around HR and a five year business plan, that is ok too. It is unlikely that enough pertinent information can be gathered in this type of forum to enable posters to come up with much value for the higher level issues.
This is more of a sound bite q & a place. I only mean that deep issues are difficult to summarize and answer so we are forced to skim surfaces and point in a general direction.

So dlhhr we are attempting to improve and enhance the knowledge of all those that join us on this forum. We provide free consultative advice to those willing to ask for it. Any by doing this we believe we continuing to upgrade everyone that either participates or just reads.
You are free to assist us in this endeavor by offering your knowledge to the issues raised or you can................... keeping on moving until you find what you seek. Flip flops and undies optional of course depending on the dress code )

By the way, I do have a seat at the table (VP HR on the same level as the COO and CFO), but that doesn't mean I can't share my knowledge. Plus I enjoy this "break" from my work at that table. It is actually a stress reliever (can I just say I am on vacation in a hotel room with my husband, one sleeping child and two girlies playing cards? What am I doing here? Well, the waterslides are closed and the kiddos aren't old enough to stay by themselves to go out without them...so here I "play")
Maybe it was because I came from a major HR consulting firm, maybe because I learned to do research at an early age, maybe because I tend to be productive, a "do-er", a brainstormer....I don't know. But actually I enjoy helping others out with their HR concerns. Whether they are employees, lower level HR or high level colleagues. No question is stupid as long as the person learns from the answer. And you know what? Sometimes I learn from the answer. So please don't assume anything about those of us who participate here.
