Can we put a limit on the number of complaints an employee can raise about the same issue without any factual support?? (LOL--its been one of those days).

No specific number, but at some point you have to suggest to a complainer that perhaps s/he would be happier elsewhere.

Sometimes when employees complain they don't really feel they're being heard. Ask the employee for a suggestion on how to improve things. If it isn't realistic and can't work for the business, let them know while you appreciate their concern this is the way things will remain. They either have to accept it or look elsewhere. Don't give them airtime if they keep coming back with a complaint. Let them know you've heard it before and your response stands from the last conversation.

In addition, you might suggest that they submit it only in writing. If it is a valid complaint, the original text can be accurately addressed at a later time.

Take a few minutes and try to learn what's really going on, do they just need some recognition for their work, or some coaching on people skills? Is it just their particular communication style? Are you sure there is no valid evidence?
Maybe you just don't want to hear it - that's completely fair, but you should be up-front about that and help them understand they are not there to complain, they are there to work.

I understand the motivation of wanting a complaint in writing but this is not something you can legally enforce. The ability for employees to make complaints to management cannot be constrained by requiring they be in writing.
