We are looking at implementing a recognition program similar to the high school letterman jacket where you strive to earn your "letter" for certain performance requirements. Does any one have any recommendations or resources on ways to implement something like this. Recognition programs have failed in the past so I want to be careful in rolling this concept out.
The ultimate goal is to make this an elite program - something to strive for.

I recall several years ago I worked for a company that felt employees wanted to be recognized a certain way (financially). At the time I was in charge of all Rewards and Recognitions (and a lot of other stuff too)and because we had recently gone through a large merger waqs tasked with addressing this program.
What we learned shocked many. Our employees were not interestedf in financial reward, they liked their salary. They felt rewarding them financially was insulting to the team and mission environment. So with employee focus groups we created a very simple reward program that worked so well that we were able to tie an over 20% productivity improvement as a result.
The message here is that you are asking the wrong people. Talk to your employees and find out what they would like. What motivates them, what lets them see value in their contributions and what do they think will work. From my own experiences I can assure you this will be a worthwhile investment.

Totally 100% agree with Don. And I have to say that I have found personally that many structured programs don't reward what they are supposed to or end up having the effect that the employer hoped. Especially if they get started off wrong. And I can't say I would be motivated by certificates or letters personally.

Oddly the recognition plan we came up with involved $5 on the spot gift certificates (Blockbuster, Cracker Barrel, Bath & Body Works (very popular), Pizza Hut, etc) handed out by managers and a larger award where they could nominate each other and then a selection committee picked the best; the reward for that? a $25 gift certificate. (For the record this was a $1B, 9000 ee health care system).
I remember when I proposed this, after all the research and development work was done, the C' level executive team was both dumbfounded and highly skeptical. I convinced them to let me try. Not only did it work, as I previously shared, but its total cost was less than 20% of the cost of the old program.
