We have used the HR services (they offer Handbook services) through our payroll company and this has been a relatively inexpensive solution that meets our requirements. If you use an outside payroll service, see if they offer anything like this.

Good morning. Not sure if you are a member of SHRM, but they have sample policies and a sample handbook on their site (for members). Also, you can purchase software to help you write a handbook. Good luck!

SHRM is probably a far better choice than someone who advertises his or her services on these forums.

If you wish to get to close to right, use an on-line, generic sample. If you want to get it absolutely right - not just close - use the generic to create a draft run it by your employment lawyer. The employment law train is a fast mover. And there are local nuances that can help you with administrative issues, such as state unemployment, that should be included in the handbook but may not be adquately addresses in the on-line, generic version. Your handbook must stand-up in court. It needs to be prepared to withstand that level of scrutiny.

Also some states (namely at least TX) have generic employment policies available and sometimes do small employer training sessions on state employment law. You might check to see if your state has anything like that.

As a former Big 4 HR consultant and 26 yr HR executive I would offer the following:

1. Given the multitude of new HR laws and regs from the Obama Admin in 2009, I would be very hesitant to use any software. It probably isn't updated.(I have also found some software to be in error PRIOR to the Obama changes.)

2. There are How-To books out there to assist your building a handbook.

3. There are handbook topic examples on SHRM website (if you are a member you have access).

4. You must also be aware of recent State and federal case law related to the topics that might appear in an Employee Handbook.
