Are there any legal violations for witholding a terminated employee's expense report check (approx.$1,000) pending investigation, for possibly falsifying the amount the employee claims is due to him/her? (Employeee resides in the state of Maryland)

Whether an employer is obligated to pay out money on termination (and how fast) is generally governed by state wage and hour laws. Thus, to find about the answer to this particular question, you may want to call your state department of labor, wage and hour division. I do not know of any state, however, which would require you to immediately pay out on claims for expenses which you have a good faith basis for disputing.
