Fireworks over 4th holiday pay

We have been approached by employees with concerns regarding our current holiday pay policy (quite generous, by the way – double time plus holiday pay for time worked). We have departments that close for the holidays as well as departments that require staffing. Everyone seems to want something different – everything from compensatory time off to special dispensation from having to work when everyone else seems to be swinging in their hammocks. Does anyone have a policy they’re willing to share that serves them well under these dual circumstances?
