We have many field employees whom we supply with pagers. The problem I have is sometimes the pagers get lost or stolen, therefore running up the monthly charges on our paging bill.

We have many field employees whom we supply with pagers. The problem I have is sometimes the pagers get lost or stolen, therefore running up the monthly charges on our paging bill.
Can we require an employee to provide their own pager at their own expense as a requirement of employment? Can I withhold a $40 dollar deposit from their paycheck (with a signed approval from the employee) to cover the cost of replacing a pager if they are responsible for losing a company issued pager?
We need to create a new policy in regards to company issued property, and any insight you may provide would helpful.

I would kind of like to add to this question and ask if the same thing can apply to uniform issues. Employees are required to wear uniforms but they are often lost and damaged and we are out the money. Thanks

This is an issue where state law may vary. Many state wage and hour laws require an employer to pay for designated materials if required by the employer. In some jurisdictions, for example, if an employer requires uniforms, the employer must pay for uniforms and for cleaning. Even where legal, check your collective bargaining agreement, if there is one. Further, if not required to be supplied by employer, it is conceivable that cost of equipment could exceed wages thus raising minimum wage issues.
