Our company closed 2 of our offices yesterday and terminated 6 Executive positions. Our employee handbook states that no sick time will be "paid" and vacation only upon CEO's approval. None of the people laid off had a contract specifying severence pay. However, we have chosen to pay any unused vacation time.

In Texas, are we required to give a severence pay package when a termination is due to cutbacks and immediate?

While you need to check with a Texas attorney, which I am not, regarding issues of Texas law, such as payment of vacation and/or sick time to terminated employees.

Regarding severance packages, in most jurisdictions, absent an agreement to the contrary, employment is at-will. That is, the employment relationship can be terminated "at will" by either party, other than for an illegal reason. Thus, severance packages are not typically required by law.
