Call it a personal quirk, but I retain information better if I know the "whys" of a thing.

Knowing the "whys" also helps me re-articulate something to others rather than, like you say, regurgitate it; at least re-articulate it to the best of my abilities as a lay person.

Also find it helpful to know how a topic is dealt with in a variety of types of organizations. Looking at something from different angles can really drive a concept home. Sorry if it seems pesky to anyone.

My understanding is that one of the main reasons they do not allow comp-time for most employers is because they are afraid that employers would REQUIRE employees to take comp-time vs. getting paid overtime.

Good point, glstl. The law is very clear cut on comp time for non-exempt employees, though: a non-exempt employee must be paid for all hours worked in a week. An employer can require a non-exempt employee to take off extra hours to offset extra hours worked within a work week; an employer may not require an employee to take off time in a subsequent week in lieu of OT pay.

I recall in the police dept. an officer that worked two hours of OT in one week might have 3 hours (1.5) added to his/her comp time bank in lieu of OT. As such Comp Time basically circumvents wage-hour law. The government elected to exempt the public sector from this rule, presumably to give them more flexibility and same $$. I believe there was a bill in Congress a couple of years ago which would have permitted some form or Comp Time in the private sector, but it didnt make it to law.
