Healthy Families Act - paid sick time

What we understand about this proposed legislation is that we do not understand much! We do provide PTO to eligible employees to use for vacation, sick or personal paid time off; do not provide to PT employees. Is a PTO policy sufficient to comply with this Act? And would we be required to provide PT employees with paid sick time off? Am thinking if this is enacted it may be too late to redesign or reduce our PTO policy.

I am hoping to hear more prior to or if it is enacted. But yes, it is my understanding that it would also need to be accumulated for Part-Time employees.
