I work in California and the controller at my job is telling me that I'm wrong for putting employee paychecks in envelopes so that the dept's main manager can look at actual pay checks. Is there any verbage out there that I can provide to this guy telling him that he is wrong? I have employees complaining about other ppl looking at their checks and I'd really like to stick it to this guy.

I'd turn it around and ask him to prove it to you that he is right. Until then, let it go.

Does the controller have the authority to make this decision? Do you? Is the controller "above" you in management? It's hard to tell what your position in all this is based on your post.
Also, is it the manager's job to make sure paychecks are correct at that point in the process? Or could it be done earlier -- say when they are checking timesheets, etc? Or could you produce a payroll register that they have to approve prior to checks being cut? I think it is a good business process to have managers look over their employee's paychecks on a consistent basis to find any errors earlier rather than later. I'm just not sure that this is the best point in the payroll process to do so.
It's not illegal either way, but it is up to company policy. There is nothing that say that wages/deductions/etc must be confidential. The employer could post them all out on a company bulletin board if they wanted to. My only caveat is that some states don't allow for the whole SSN to be on the paycheck.
