Is it legal to ask for I9 documents before an offer of employment? I have a situation where we go through the hiring process to later find out that the proper documentation can not be provided or when verify does not match. Trying to save some time.

Not necessarily although I am certain some creative way can be established in most states. To my knowledge the best you can do is ask the question what countries are they legally authorized to work in, can they prove that if asked to and do they require sponsorship.
