New to California. Are we obligated to offer employees health benefits? I say "No", but the partners here seem to think we do if they are full-time employees. These partners also seem to think if an employee works 40 or more hours they are full-time. I informed them that we dictate what is full-time.

I'm not aware of any legal requirement to offer employees, full time or otherwise, health insurance in California.

However, if you have a group health insurance plan in place, your Summary Plan Description will define who is eligible for the plan and who is a full time employee for purposes of coverage under the plan. Until such time as your policy is changed, that should be your governing document.

I am not aware on any law in CA mandating health benefits either.

There is the San Francisco Health Care Ordinance which mandates that a certain amount be spent on health expenditures for employees who work more than 8 hours per week. But even that does not mandate health benefits, only spending and it only applies to employers who have employees working in the city/county of SF.
