I am going to be graduating with a Bachelors in Business Admin. with an HR emphasis in about 4 weeks. I have been sending out resumes in my area (to what few openings there are) and even the ones that I have heard a response to have subsequently cancelled the job or have filled it internally. I have been working for a year while attending school as an interviewer for a staffing agency. I think that part of the problem is the area that I live in is heavy in the manufacturing industry and with the economy scare that had been going on in the last 2 months or so, alot of businesses in this area have been laying off rather than hiring. I know that the first thing that is going to be said is relocate. Unfortunately that is not an option for me. Is there anything that anyone can suggest?

They key to being a true HR professional is to truly be a business partner. To be that you have to have a grasp on the operational side of the business. My suggestion would be to seek out a managerial position (not just HR) and learn the business from the inside and then move into HR!
