Just food for thought - you are going to have an extremely lengthy paper - probably a book. There are several areas of HR and larger companies have several employees working in each department: Compensation; Benefits; Training and Development; Staffing; etc.
I currently work for an employer that has locations in several states which immediately complicates things as there are different state laws to abide by and affect the work you do. I also have three employees in Canada and that is another ballpark altogether.
To go international, there are a lot of responsibilities and laws that one has to be aware of and abide by. I doubt there is any company that has a single individual responsible for HR internationally. There is probably a whole team of people in HR in each country or located locally but at least trained specifically in that country's laws and language.
