If you're just looking for HR Admin level work (not just admin support but things like benefits and salary administration and so on), then most general office staff temp agencies get these kinds of job orders. And yes this is a good career move - most prospective employers prefer to hear that you've been working temp for the last six months while job hunting, over you've been doing nothing but job hunting for the last six months (contrary to current wisdom, job-hunting - for the right job - is NOT a full-time job and if that's all you've been doing for six months, prospective employers will always wonder what ELSE you've been up to, and temping is a real good answer, especially if the temp jobs are in your chosen field. Also, sometimes employers hire temps when they're not sure if they have a full-time "permanent" job. If it turns out to be a full-time, "permanent" job, more often than not they're hire on the temp who's been doing it for last while.

I work for a Temporary and Permanent Recruitment Business in the UK. Our agencies offer positions called Temp to Perm where you can work for a company on a temporary contract whilst you suss out the employer and they suss you out. As the person before me pointed out it is always better to work whilst looking for jobs - however I know a few friends who are in a 'Temp Rut' and have been working as temps in London for several months as it is relatively hassle free.

I have always enjoyed being my own boss, so I have "temped" at various times during my career. As a temp, you're really an independent consultant who works through an agency that handles your marketing and tax deductions for you. You decide where you'll work, when you'll work (3 days, 3 weeks, 3 months), and for how much you'll work. Temping provides a great sense of freedom and enables you to make new contacts in a variety of local businesses.
But a word of caution regarding temping: It can cause people to "pigeonhole" you as an admin worker when in reality you may have other aspirations. I did a temp-to-perm gig a few years back, and although I entered the firm with a college education and several years of supervisory experience under my belt, it was still difficult for me to dispel the perception that I was an admin worker even after I was promoted to an exempt position.
And I was on the HR team! One might expect HR to be the most experienced at recognizing human capital in the organization. But one of my HR colleagues there confided that she had always believed people became temps because they weren't qualified enough to hold a steady job. The reality is that some people become temps because they are so well qualified that they're ready to run their own show!
Temping is a wonderful way to network and get your foot in the door, but if you're on an exempt career track people can have a hard time reconciling the fact that temping appears on your resume. They seem to view it as a step backward, when in reality it's often just a leap forward made by a person willing to take some initiative!

Here is a different twist to some of the other answers. Why not apply to temp agencies for in-house positions. I work as a Staffing Specialist in a temp agency and I love it!
