I need to find something written about the law or agreements on breaks and lunch times. In Michigan, I believe the law is work 4 hours then break for lunch 30 minutes.. if thats so, then when are short breaks given? Is it just up to the individual employer?

The law you cite is in effect only for employees who are minors under 18. There is no requirement for either meal or rest breaks for employees over 18. Therefore, employers can set whatever breaks they want. Or don't want.
