Too many variables to consider given the fact that you are a small but growing company - payroll size - revenues - VC or private backing - product or service sales targets....all these and more are relevant as to what you are currently spending VS what you should allocate to increase the profitability of the company and retain employee's.

HR budgets are generally growing - I have seen numbers which suggest they can be 15-20% of payroll depending on the industry, your geographic location, your level of compensation, company history, and skill levels required. You will be on the high end of this range if your jobs turnover quickly and/or if there is a long, steep learning curve for new hires. You can stay on the low end by treating people with respect and dignity, giving them control and flexibility over their work environment, and showing genuine concern for their well being.
