I use a lot of temps at our company. The markup is important. The service will provide what you ask, if it be background checks, drug testing. We pay a markup of 34%. All services charge differently, it is important to ask what they provide for that markup.

Price is certainly a factor, and temp services have several different options, so be careful to compare apples to apples when reviewing proposals from different services. Other things to consider -
1. does your company have multiple locations, and if so, is the agency large enough to service each location
2 are your temp needs of the same skill sets or different sets - be sure the service you select has experience in finding and placing temps with the types of skills that you will need
3. what is the "buyout" clause if you elect to hire a temp full time? this can be negotiated down or to a sliding scale fee based on the number of weeks the temp has worked on site
4. be sure that the temp agency will protect (in writing) your company's intellectual property rights and confidential information
5. request a copy of the temp service's Certificate of Insurance, to be certain that they are insured for Liability and Worker's Comp

Please contact me at (404) 885-8046. I can send you a copy of our RFP developed as part of a global sourcing initiative. In the proposal, we ask 3 pages of questions about all aspects of temporary services. This RFP resulted in global contracts with 2 suppliers and 2 secondary national suppliers. I use about 800 temps per day in 16 locations in the US.

Francene is right on, however, if cost is a major concern, you can negotiate several points off the price if you give an agency exclusive rights to your jobs for a period of time -- 3-5 days is usually sufficient to get 3-5 points in reduced price.
