Applicant Tracking Systems

I work for a Medical Center that employs approximately 1200 people (including FT, PT and Casual status jobs). I've been asked to implement an applicant tracking system and need some help.

The systems I've looked into so far are very expensive and really more than I need. I want to be able to scan resumes and search based on skills and education needed.

Any suggestions?
