You might want to check out the Tools for Strategic Recruitment and Retention at knowledgeworkers.com. They have a cost-to-hire estimator that's pretty thorough, covering recruiting and interviewing costs, new hire training, open position downtime, etc. It overlooks some costs (e.g. selection testing and background checks), but it's a good place to start.
