Your information request is pretty industry and area specific, so the best way is though local networks. Contact colleagues in other social service agencies, offer to conduct a free turnover study, ask them to submit their data confidentially, and provide results to those who participate. Code respondents and their data by a letter, and only you will know who is who. Or if that doesn't fly, pay a local consultant to do the same thing, except you do not know who submitted what.

Also try the local SHRM. Perhaps there are members who work for the agencies you are trying to reach.

The best data available is from the Saratoga Institute. While they do not have non-profits as an industry segment, they do have breakdowns by company size and region. The report is really expensive, but you can probably talk them out of some numbers for free.
