Different Benefits for different positons?

we are considering adding a new division to our company that would serve as a "staffing" company to our clients. EE's would start work temp to perm for clients. Since these ee's are not expected to be long term ee's, we do not plan to offer the same benefits to them as our regular ee's.
Anyone have advice for offering different levels of benefits to a designated division of a company?

Nothing wrong with it, and a common practise but......... I have seen situations where the temps are at a co for 2-3 months before becoming a perm and then they have to wait another 90 days before getting the benefits. Also if the co does not hire them on, and you offer them no benefits they may not stay with you but go to the next agency in town.
Have you done any comparisons to local market/your competition? You may want to consider offering some benefits after X amount of hours worked?
