I am hoping someone can shed some light on this subjectfor me:
- Who makes the decisions in your company?
- Who determines what attributes and characteristics are required in a job?
- Who decides what, if any, selection and assessment tools will be used in hiring?
- Who makes training & development decisions?
- What role does an HR manager play in the decision making proccess?
I look forward to any advice or info.

Who makes decisions? No two companies are alike.
Who determines the attributes and characteristics of a job? Normally the person the job reports to as long as the attributes and characteristics are job related and non discriminatory.
Who decides the selection and assessment tools? No two companies are alike. Some set standards some don't. It is HR's job to recommend the best candidates for the job in a cost effective and quick manner. Are you doing that?
Who makes training and development decisions? Normally the supervisor of a position in conjuction with the employee and HR if necessary.
HR Managers role-Be proactive, make recommendations, be the person that line management will call on when they need help, offer help and advise if they do not see a problem in their area, etc.

specific to our company.
the md and the hr manager make the decisions together. on some of the issues the md decides and hr manager hears and on others the hr manager leads and convinces the md.
for that the hr manager should be competent and his character should be credible.
