Rob, that can be complicated to answer. In brief, many surveys find 100 - 150 company employees per HR staff person. However, you have to consider what services HR will perform, what services are outsourced, the definition of "HR" (e.g. Payroll is sometimes HR, sometimes not).
Best Practice companies have automated much of the transactional processes. This reduces head count normally in HR, with an increased emphasis on being the "strategic business partner." The latter role focuses less on serving employees and more on providing consulting to managers, linking business "maxims" to requisite HR services & deliverables.
Rob, in your presentation you may want to push them by identifying where you see HR going & focus on how to deliver the services, which will take you past headcount.
