Here are 5 questions we ask all candidates:
1)Give me an example of where you have demonstrated initiative.
2) Give me an example of when you executed a project flawlessly.
3) Share with me your most significant success in leading a cross-functional team on a major project.
4)One of our critical success factors is XXXXX. Describe your most comparable success.
5) How would the implementation of this success factor in our environment differ from your current environment?
They speak to the following areas (respectively)
1) High Initiative (Self-Motivation)
2) Flawless Execution (Gets the job done)
3) Leadership (Execution by leveraging through others)
4) Past Success (Similar in both success & environment)
5) Adaptability (Can the candidate adapt to your environment?)

Be careful how you ask your first two questions ("Ability to manage difficult senior executives, yet not undermine" and "Ability to work with a small team and limited resources"). A top-tier candidate may form the conclusion that he/she does not want to work for your organization if he/she is going be caught between battling executives without the resources needed to get the job done. If indeed that is the case at your organization, I would be very direct about that with candidates. You may find a highly-motivated problem solver who would relish sorting this kind of thing out in your organization. Otherwise, you'll probably wind up with people who will not last long in the job.

On the writing part of it, although you are reviewing a portfolio, on the spot writing evaluation will give you a lot of insight. Instead of asking some of the more complex interview questions, write them on a piece of paper and ask the person to write a response. For example, write down questions that will test their big picture thinking such as "please discuss your opinion of the current state of our industry and the challenges facing it" or something to that effect. Then let them know that it is a test of their writing skills so they understand that it is not only about the substance of what they write but how they write it.

Just keep in mind that interviews are one of the least valid methods of candidate selection (unless the job description is to sit there and be interviewed all day, then it's perfectly valid...)

"Just keep in mind that interviews are one of the least valid methods of candidate selection" - only if you're an unskilled, untrained interviewer using less-than-best-practice interviewing techniques.

sure you can make them more valid, but people tend to over-emphasize their predictability.
