I am planning to put together a technical talent screening service which I will be offering to hiring companies and recruiters.
At this point I am trying to assess the potential market for such service and I would love to hear what HR professionals think.
The service involves conducting technical phone interviews with candidates for software engineering positions.
The objective of the interview is not only to evaluate particular skill set but also to assess the overall technical talent, including depth of understanding, technical intuition, and proficiency with practical application.
For the past 6 months I have been doing such interviews for the recruiting company I currently consult through.
I have put together a team of experts to cover most popular software technologies and I am hoping to start offering this service professionally.
I would appreciate any thoughts and suggestions on this matter.

I've been in technical staffing for over 20 years, and this isn't a bad idea. The number of recruiters in technical companies who can't do technical screens is huge and this might be a viable service. Is it safe to assume that the client company sources the candidates and your company would screen?
How are you going to price your services? It'll have to be significantly less than the agencies which already do this kind of screening of their candidates.

What other agencies are now offering a similar service? I googled and only found Don Burleson Consulting offering screening for Oracle DBAs. He is a well-known guru and probably bills hundreds per hour.
The company I am doing this for now has recruiters with solid technical background on staff, so they can do tech screenings. But evaluating someone senior does require a true expert in the field.
I don't charge them explicitly but judging by the bonuses they have been paying me my evaluations are worth to them about $85 each. That just about covers my labor; I have no overhead at this time.
Also, my evaluations are different in quality from what even a good recruiter can do.
For instance, last week I interviewed a guy who was being considered for a lead role.
He had 15 years of relevant experience, is confident and well-spoken. It turned out that as far as basic functionality goes he knows it all in and out but he had not learned a single new feature since 1995.
My service is really a talent evaluation, not just skill verification. There are online tests for the latter (not very reliable in my experience).
Do you think there is a market out there for expert-level evaluations, given the cost of expert-level consultants' labor alone?

I don't know of any other agencies doing this. I was referring to traditional contingency firms.
I think you could get a whole lot more than $85 each. You could probably double that.
