I am new to my position and I am trying to build a relationship with my employees and managers. They still are going to the previous Hr Manager because that is who they are confortable with. What is the best way to establish a working relationship with them?

Learn more about those that you want to build a relationship with,their expectations of you as thier HR person. Look for quick wins and demonstrate that you can be trusted and can deliver. From then on let the relationship grow, help them to help themselves.
