Recruiting Service: flat fee Vs retainer or contingency

Many years ago I used a recruiting service which charged a flat fee ($3000.00 at the time) for e.g. 10 qualified and interested applicants based on the job requirements for a single position. The service may have done some general questioning but the actual culling process was done internally using the information supplied by the service. Question: Are there any services similar to the one I described?
