I am reviewing our recruitment processes and trying to find metrics (benchmark) information on what should be the level of open positions by a recruiter?

It all depends on the types of positions that your recruiters will be working. Some of the variables would include how difficult it is to recruit candidates for the positions, what the variety of positions being recruited for is, etc.

So without that kind of detail, it's impossible to give you any meaningful information.
