We are rapidly expanidng the size of our opertaion and, if all goes according to plan, we will have increased our workforce by about 32% by 2008. I need to make a case to ourCEO that I need to be given clearence to hire more staff for the HR department.

Has anyone pitched the case to hire more people for their department? Which strategies / supporting info do you feel worked best in persuading the CEO?

Put yourself in the place of the CEO. What the CEO will probably be thinking is "what will extra HR people do?". Extra workload isn't always the best argument. Giving concrete goals and objectives of what more HR people can do for the organization is a much better and more persuasive approach.

And the more you can tie the objectives into concrete cost savings for the organization, the more attention you'll get from the CEO.

I will add to what Nork offers and ask "what value will they bring?" My CEO has a very simple rule for adding staff - "demonstrate they will return 5-6 times their annual salary and you can hire anyone you want."

It's a good rule.

It is not quantity workforce an entrepreneur or your boss looks for , he looks for a quality workforce.

Getting the right human resource for the right job is a challenging task you encounter.

In staffing,this is a common phenomena faced by every HRsin every organisation.

While preparing the manpower requirement,assume yourself to be the boss and envisage the report you have prepared and analyse the pros and cons of it.

You can also consider outsourcing many of the HR functions you now handle. As everyone is noting, the question is cost/benefit ratio; how much will it cost to do it in house, how much will it cost to outsource, and how much will it cost to do nothing?
You can outsource many HR functions today, everything from recruiting through benefits and payroll administration, all the way to Unemployment workers comp and employment verification. Hunt the web for programs and get offers on what works for your company. IF you are outsourcing any of this now, get new bids.

Great suggestions thus far. I would recommend reviewing work presently being performed by staff. Is all of it necessary? I've found that oftentimes people are performing some tasks that are redundant or obsolete. Also, can you reallocate work to be more effective? Think of your department org chart as a blank piece of paper - no names, no job titles - and draw it the way it should be. It's the first step I take when I think I may need new staff.

Draw up a new strategic organizational chart of the new HR group. Compare it with the existing one. Put value and advantages in hiring the new staff, emphasizing the cost and benefits of adding new staff and the overall projected contribution of your HR team to the P and L of the company.
