Background Check Scoring Mechanism

We are in the process of developing a scoring system for our background checks. We handle over 1000 background checks a year in the insurance industry, and a scoring mechanism would help ensure consistency in our decision making process. For example, if an applicant receives two criminal conviction hits within the last 5 years, the scoring system would recommend not approving. Does anyone have any suggestions for such a system? Also, does anyone use credit (excluding bankruptcies) as a sole disqualifier?
