Now with that said it all depends on the type of Engineer and what level of experience you are looking for.

If you are AIRS certified and have access you know how to data mine. You may be able to structure a boolean search on your own and do it if you aren't AIRS certified.

There are resume data searches that can be done from the various job boards and again, depending on the type of Engineer, some are better than others.

Using your college recruiting networks may be a good way to address their graduates already in the workforce.

Employee referrals and referral bonues are alwatys good too.

Without specifics that is the best I can do.

Posts (lots) on careerbuilder, dice.com, and hotjobs.com. Mine the resume databases of those sites for candidates. Search out any local computer organizations that allow email blasts of positions to members or which maintain job banks for members.
