The best way is to process map your recruiting process from start to offer letter, put in the time frames for each step and then anaylyze why the steps are taking as long as they do.
For example is the offer letter waiting for a higher up to approve? Does this take a long time? Can you obtain pre approval up to a certain amount?
Are you waiting for background reference checks to be completed? Can you start them earlier in the process.
If you map it out you will be able to see what the holdups are and suggest improvements.

Take a Lean/Six Sigma approach. As Howard7 suggests, lay out your recruiting process step by step (Visio is a good tool for this). Then look at each step to determine:
a) does it duplicate any other step
b) why have this step?
c) what's the "value add" of this step
d) what's the time it takes to complete this step?
e) what are the costs for this step?
f) what are alternatives for this step?
Once you do this, you can easily identify what the road blocks are.
Fast offers to college grads are a very powerful inducement because of the "We really want you!" message it sends. At Texas Instruments years ago, we made offers (contingent on background/transcript check) the day of the visit - and we hired over 1,000 software, mechanical and electrical engineering grads in one year. The advantage it gives you over the competition is enormous.
