Our challenge: recruiting retail staff and managers in a variety of locals around the country

Current methods: referrals, flyers, store signs, bag stuffers, online posting (Monster, Snag-a-Job, Careerbuilder etc), state emp. agencies, some job fairs and print ads.

While using direct placement agencies is not in the cards for us, in the past we used a service who provided a fixed number of pre-qualified resumes (usually 5-10) for a flat rate. This was cost effective in certain areas where recruiting was very challenging. Does anyone know of such a service?

We have used Rightfish for retail sales & management; they provide 10 pre-screened candidates for a flat fee.
Grapevine Group also can do something similiar.
We have had good success wtih both.
