There are a few metrics that are commonly accepted to judge recruiter performance.
Cost per hire: costs directly associated with hiring candidates, primarly on the sourcing side.
Time to fill: number of days it takes to fill an opening.
Candidate quality: How closely do the new hire credentials meet the requisition qualifications?
Retention: How long do candidates placed by the recruiter stay with the organization compared to those who weren't recruited by the recruiter in similar positions.
Efficiency: How many resumes are submitted to the hiring manager for a particular position? What percentage are interviewed? How many offers are made as a result of interviews for that position.
Diversity: If there are AAP goals, how many qualified minority candidates are submitted for the goal positions?
