Applicant EEO data

We have the usual place in our website for applicants to voluntarily submit EEO data separate from the application.
We are working on allowing external agencies to fill our application forms on behalf of candidates they are submitting for consideration, but I don't know how to handle the EEO data as they - in turn- are not (?) supposed to have the information together with all the relevant work experience, etc.
How are other companies handling this issue?

Hmmmm...i don't like the idea of an agency filling out the application. If you've got statements that describe the employment relationship and consquences of lying on the application that the candidate signs, those would be meaningless and unenforceable.

I suggest you forget that idea and simply have the agency submit the resumes to you. Have the candidate, agency or not, fill out the application
