I have reviewed all of the responses which are quite good. My only concern is that the responses are not addressing the root cause as to why certain candidates continue to apply over and over again for the same position. I know that everyone is very busy but perphaps a quick phone call to the repeat offender may work in addition the standard form letter.
Just a thought.

Sorry, should have read your latest post. A phone call will give them hope and they will redouble their efforts. After more than twenty years of this, the best is to ignore further resumes, or track them to see how often they pester you. This also should be an indicator of how they will act as an employee, and they may drive their new boss as nuts as they do you. Would you like to explain to the boss why you recommended this person for the job?
As an addendum, you can change the last line of my letter to read, "If we have an opening for which you may qualify, we will contact you at that time. Otherwise, good luck in your future endeavors."
It may sound a little rough, but after three or four submissions and letters over a short period of time, this should do the trick. Basically, don't call us, we'll call you.

Here is the automated letter we use:
Thank you for submitting your resume to Hynix Semiconductor for consideration.
We are fortunate to have many qualified candidates apply to each of our positions. We have reviewed the qualifications of each candidate and after careful consideration, we have determined that the credentials of other candidates may better fit our needs at this time.
Please accept our best wishes and thank your for your interest in Hynix Semiconductor

I am a non-US national working outside the US. I am fascinated by the number of letters that do not say something along the lines of ". . . you do not have the required XXX skills / experience etc." Rather than being straight with the applicant about their shortcomings, most letters just say that there is someone better.
Why is this? I think that you do the applicant a favour by telling them that they do not have eg strong negotiation skills, or well completions experience.
I would like to understand the thinking behind these sorts of letters. Is it cultural, or driven by concerns about litigation, or something else?
