Is anyone else having trouble recruiting engineers, specifically electrical design? I need 10 years hardware design AND experience in automotive manufacturing and I am having trouble attracting top quality candidates. Any suggestions would be greatly appreciated!

Hard to advise without knowing what you're already doing to recruit these people, where you're located, stability of your company, what you're paying in relationship to the market, etc.
