You can ask behaviorally-based questions that will provide useful information about the candidates' communication skills. Even if they don't have any previous experience in the field, the candidates (like the rest of us) have probably had experiences in their past when they had to manage conflict, deal with the public, and be pleasant in the face of adversity. Previous behavior is the best predictor of future behavior. Additionally there are some personality characteristics (i.e., extraversion, emotional stability, etc.) that you might want to examine, as they can often be predictive of performance in similar positions.
