Unless you want to get nitpicked to death for giving detailed reasons, which almost always happens, stick with a generic "you were good but we found someone better" response and don't deviate or provide more info.

If this person wants interview advice, there are services available to provide it.

I wouldn't go into much detail with this person about why he/she didn't get the position, nor would I go into detail about where he/she needs to improve. I normally just tell them that "I was impressed with them, but we've chosen another candidate that we felt was a better fit for the company/position." That should end the conversation, but I've dealt with some people who just handle rejection well and they want to grill you on why they didn't get selected. This type of person can become a pest, just continue to tell them they weren't the right fit and stick to your guns. Any specific details might be used against you...keep it generalized.

Keep in mind too that any detail you might give them could be used against you in a lawsuit, no matter how well intentioned you were in giving it.
