Has anyone used non-HR and non-managers as part of an interview team? An example, would be using subject matter experts or people presently doing the job that is being interviewed for. If so, did you have the panel members complete a training session first? Are you willing to share the training material?

Yes, we use teams. Actually every interview process I have been through has used employees from all levels (HR, management, direct manager, peers to the position, etc).
We do control it a bit as a person from the HR staff is usually in every part of the interview.
We highly value the "team" concept and being a smaller company we have to keep the team cohesive so we do want everyone's input. And honestly some of the best feedback comes from the peers (non mgmt, non HR).

I have personally trained about 15 mnc's on interviewing skills (behavioural based) and the majority of them use panel interviews in some form, whereby a HR person, a line manager and sometimes a person doing a smiliar job sits in on the interview.
All the people who are on the interview panel, irrespective of their position, go through training, which I conduct.

PANEL WARNING
I have found that even using panels of managers without an HR rep present can lead to actions which put the organization in legal trouble. Follow up questions from managers who get into day care arrangements when travel is required or post interview panel discussions you only hear about when the quoted back to you in an EEO hearing.
You are on the right path to provide training. I would also recommend HR presence in the interview or allow short stand-alone interviews in succession with a panel conference monitored by HR. Maybe I am working with a remedial crew here but if so then I need to create the necessary support system to protect the agency.

We use panels, but there are set questions used (developed by HR and hiring manager) so they don't put us in hot water by asking questions that are illegal or inappropriate. We find that other staff members are really good at assessing whether or not a candidate is a good cultural fit for the organization.

Yes, a previous employer used the director, hiring manager, HR, and another manager from a different location. We used behavioral questions and all managers were trained on interviewing techniques prior to becoming part of the interview process. I thought this worked extremely well since the hiring manager and director ultimately had the final hiring decision.

We have had an opportunity to train members of a clients panel where project managers(non HR staff) was to interview potential project managers/assistants. They were great for their technical line of interviewing but failed miserably in the behavioral concepts. As a result the new hires were dissastisfied and there was recurring attrition. Talent Engagement was called in to conduct a training workshop for 2 days for interviewing skills and since the workhop the client has had major reversals in their hiring and retention. The Interviewing skills workshop is a 2 day program to sensitize non HR staff in the aspects on behavioral interviewing and skills sets required to successful candidate screening.

I've also used panel interviews very successfully. Skills training was required before the employees could participate and they were structured in that all the questions were reviewed and approved ahead of time with HR and the hiring manager. Only those questions could be asked so that all candidates were asked the same questions. If we realized there were other questions we had for one candidate, we brought the other(s) back for a follow-on.
