When to 'sell' the benefits?

I have a question for all you interviewers out there! Often or not, during training sessions on interviewing skills, I often explain the importance of selling the benefits of the job/company.

Now I get 2 responses.

1. We only sell benefits to those candidates who interest us and we do not do it for those who we dont want/like.

2. The other bunch say , we always give benefits irrespective in some form, as this person even though may not fit the bill, will become a potential marketeer for us.

Which one do you agree with and why?
