My former employer had me hire people that he trained from his outside venture. I didn't think that this was the right thing to do but did anyway b/c I thought that he was aware of the hiring policies

My former employer had me hire people that he trained from his outside venture. I didn't think that this was the right thing to do but did anyway b/c I thought that he was aware of the hiring policies, etc. His goal was to save the company money by having us hire these entry-level people who went through his 15-week training program and to help the community by having training/employment opportunities for the low-income/undereducated cit residence. I'm sure he got grants based on job placement of these students after training
Would you all consider this a conflict of interest.
