We are looking for a part-time recruiter, but don't want to pay an hourly rate. Are there typical arrangements for recruiters that pay on placement (other than a % of the candidate's salary)?

I am familiar with a selection and recruiting service that offers different levels of service at different flat rates, regardless of salary or number of placements. The levels all include the recruiting efforts and vary in the job benchmark strategy, the length of the guarantee and the amount of qualification work they do (i.e. phone interview, background checks, reference checks). This has typically been a positive option for companies, especially those who are hiring employees for a range from executive to entry-level positions.

alayman, I am sure you have found a solution by now but if not, Talpro offers a recruitment management service that allows an employer to set a flat fee to be paid on a successful placement. Talpro then takes over the role of finding those recruiters that will work your position for the said fee. A lot of independent recruiters will work these types of positions.

FYI: I realize this is an old thread, but I thought I'd comment that in tough times I have negotiated flat-rate placement fees with some small agencies. Usually for hourly positions like customer service when I needed several. The kicker is that in times when you can bargin for deals like this, you usualy don't need them to fill openings.
