I would start by determining what deliverables to exteranl and internal customers must be done in order to have a viable business.
So for staff positions what must be done and what is not critical.
Here are some examples of critical tasks that must be done:
1. Paying employees
2. Paying your bills/suppliers
3. Creating your balance sheet and income statements.
Critical line jobs would include all the staff that make the products the customers is buying.
Once you identify the critical tasks then you have to determine what is the minimum number of people you need to do these tasks.
Keep in mind that if you only have one person doing a critical task and that person quits, gets sick, goes on vacation, etc., you have issues to deal with.
