Has anyone had success recouping recuiting fees from employees who leave the company (6-12 months) after you have paid a large recruiting fee to get them on board? I am intereste in learning about the legal issues involved with have them sign an agreement and the employee relations issues this cold cause.

Anyone who would agree to this is probably not someone you would want to hire.
In other words, no quality candidate would do this, not to mention the nightmare of trying to collect. Good luck with that.
You may be able to negotiate the guarantee period/repayment terms with your recruitment vendors.
The real issue you need to deal with is your selection process and employee retention.

You should have a written agreement up front with any recruiting agency with whom you do business. It's not unusual to have a refund of fees paid if the employee voluntarily leaves within 90 days of placement; more common is a free replacement if the employee leaves within 6 months of employment.
Naturally, agencies tend to not like such agreements. Don't use any agency which won't even discuss remedies.
I've never heard of going after an employee to recoup placement fees. The placement contract is between the employer and the agency - the employee is not involved. Any remedies must be between the employer and the agency.
