Try ADP's (HR Profile), HR Soluations, Abra (is very good).

We use an HR package from a company called Humanic based in New Jersey. It's a fairly strong package at a decent price with a fast installation time. The only drawback is that there is not a payroll package with it. I understand they are working with another company to add payroll but we currently continue to outsource payroll.

You ask for a solution but don't mention any problem that you're trying to address. Payroll? Recruiting? Or is it a more strategic concern like performance planning/management? There will be about a gazillion people trying to sell you their "solution". Try to make sure that you fully understand your needs (aka problems) before looking for solutions.
