We recently overhauled our entire comp. system. We now have our salary ranges based on EEO classifications. They are very broad (about 200-300% variance from min to max). We developed steps based on performance that we will use within these ranges to reward good performance.

We are using the SIRS benchmarking system to benchmark our salaries which has been very helpful.
