Performance Issues with a Time and Attendance system

I'm having a tough time deciding whether to go with an expensive time and attendance system that is client/server based with a sql-server or with a system that would require us to install Terminal Server because we're a multiple user site with fractional T1 lines that have potential to be bottlenecked. Will a client/server based system have better performance without the need of terminal server? Help.

Each has its benefits. My company, Time Link, is a Time and Attendance company, and so I asked someone on our technical team:
"Client server can't be quite as thin as WTS or Citrix but WTS and especially Citrix will cost more for licensing and is a bit trickier to set up given the limitations on the number of users. This limitation is reasonable but must be considered and can be gotten around by increasing the number of servers."
